Property Manager's
Report [P. Wasil] -- New SWFMD
issue: In response to a homeowner complaint about the north
ditch, the Southwest Florida Water Management District has determined
that Neal homes failed to get the final certification of the north
ditch back in 1997. For all this time SWFMD has been sending
reminders to Hawthorn Park at Neal Communities' address, and Neal has
done nothing to notify Hawthorn Park nor Harmony Management.
Therefore SWFMD is requiring a recertification at this time. The
initial cost is $500 for the Engineer, plus the cost of any work
required to bring the north ditch into conformance. A motion was
made to engage the recommended Engineer for the recertification, and
the motion passed.

Activities Fund
[M. Theoret] -- Current balance
is $1,572. The balance increased slightly as a result of the
Spring Picnic.
+ ARC
[T. Falcone] -- One ARC request
received, and was approved.

Common Grounds [C.
Quehl] -- Tom Falcone reached out
to the County regarding a ficus tree close to the lift station, which
pumps the sewage from all Hawthorn Park homes. The roots of this
tree could damage the lift system. County agreed to remove the
tree at no charge.

Business
+ Annual Picnic [D. Falcone] -- Tom Falcone reported that a good
time was had by all. The 50/50 income, plus an anonymous $100
donation offset the costs. In the end, $52 was the net profit for
the Activities Fund.
+ Mediation Petition --
Mediation was held 4/4/06.
+ Forestry [P.
Whitesel] -- It was agreed at
mediation that forestry experts will review the tall trees behind the
homes to the north of Phase 2. State and County
forestry experts have now reviewed the Australian Pines in the north
common area in Phase 2. The trees are 25 to 30 years into a
50-year lifespan. The trees are healthy. The trees do not
impose an immediate threat. The trees in question are no more or
less likely to topple in a storm than any other type of tree. The
Board is seeking the written reports of the experts, and then Patti
Wasil will communicate that officially to Nikitas Petrakoupolis.
Nikitas was present at both inspections.
+ Civil Engineer [P.
Whitesel]
- SWFMD Certification Requirements --
It was agreed at mediation that the cost of the Engineer will be split
by the Association and Nikitas Petrakoupolis. A motion was made
to send Mr. Petrakoupolis a bill for half the cost of the
recertification engineer, and the motion passed.
+ West Lake Cleanup [M. Theoret] -- Mike Theoret reported that the work
has been completed to our satisfaction.

FP&L Street
Lights [M. Quehl, R. Dalto] --
Ray Dalto reviewed a work order for two shields for two street lights
and a new 150-watt street light at
92nd & 12th. FPL will install the new light for free as long
as we sign a contract agree to pay the electric bill for the light,
approximately $14 per month. The Board agreed to give FPL the green
light on this work. The topic of a decorative light
in median at front entrance was tabled for further discussion.

Patti had no update on the Phase II fence encroachment issue.

copies of canceled checks to allow submission and reimbursement for the

County grant.
[2006-02-23-A] Sidewalk repairs: Patti is trying to verify that
homeowners are responsible for repairs. Tom is seeking estimates
for repairing the sidewalk at 9th Ave.
[2006-02-23-C] Activities Fund
Committee for 2006: Tom Falcone, Lee Fioretto, Val DeMaio.
[2006-02-23-D] Mike will send out the finalized statement of intent for
the spending of funds from the Activities Fund.

Next edition of HH [K.
Lesjak]
+ Lake/ditch maintenance estimate -- There was discussion over whether or
not all services were needed, and how the estimates were constructed,
and how they compared to existing contracts. This item was tabled
to next meeting to give Board members time to review the estimates.
+ Summer Social Activities Idea [T. Falcone] -- Tom reported that his committee is
exploring three ideas:
1) Dollar night at the Ed Smith
baseball stadium in Sarasota
2) A wine tasting event, possibly at
PSBP
3) A mixer with Azalea Park
+ Front Pond Pump Problem -- Mike Theoret briefed the Board on
the latest issue with the irrigation system at the front pond. If
the pump runs too long, it gets hot. When it gets hot, the PVC
pipe connected to it pops out. Once the pipe breaks, the pressure
valve is no longer able to signal the motor to shut off.
Compounding matters, the shooting water drenches the electrical panel,
making for a dangerous situation. Mike has contacted Rhodes Pump
Service, who did previous major work on this system, to investigate the
root cause of the problem and repair the system.
+ Dirt Pile West of Phase 3 -- Claudia reported that she has
contacted the County regarding the growing dirt pile on the cow farm
west of Phase 3. George Morse reported that he also contacted
County and they have issued a stop work order to the land owner.
Claudia may follow up with County to request that the dirt pile be
leveled so that it is not picked up by winds.

Comments From Residents
+ Hawthorn Park Maintenance Man -- Len Lesjak asked for confirmation
of his status as Hawthorn Park's maintenance chief. The Board
reaffirmed his status. Len noted that he was not contacted
regarding the pump failure. Art Stadlin agreed to write a short
article for the Hawthorn Herald to inform residents of Len's
role.
